DEVELOPMENT OF COST EFFECTIVENESS ALLOCATION PROGRAMS.

Abstract

The results of the first task concerning an investigation of optimization techniques in connection with the Navy systems performance effectiveness programs are presented. The approach of the investigation has been to develop computer programs for solving simple problems and then to generalize, by means of program modules, the capability for solving more of the problems of interest. A study was made of basic optimization approaches possibly suitable. Direct search and dynamic programming techniques were selected as the initial ones for computer programming implementation. A previously developed program, Reliability Cost Trade-off Analysis (RECTA), which is based on direct search approach, was expanded to incorporate multiple constraints and to provide an upper limit for the true optimum.
