ECONOMIC INSIGHTS ON CURRENT SOVIET POLICY AND STRATEGY,

Abstract

The report attempts to provide a better basis for understanding the economic issues that underlie current and possible future Soviet national policy and for assessing the leadership's decisions on the use of the nation's resources, with particular reference to the following: (a) Circumstances producing and necessitating change in Soviet economic institutions; (b) The changing distribution of power between the Communist Party and other institutional groups, and its effect on economic decision making; (c) Possible methods for improving economic performance-changing resource allocation and economic reform; (d) Effect of present defense priority on economy; (e) Impact of future Soviet policy and economic decisions.
