SOVIET CIVIL DEFENSE REVISITED 1966-1969,

Abstract

The Memorandum has been prepared as a part of the continuing study of Soviet military doctrine, strategic concepts, and defense policies. It updates earlier studies of the Soviet civil defense program published between 1960 and 1963. Among them are Civil Defense in the Soviet Union, University of California Press, Berkeley and Los Angeles, 1962; The Resolution of the Soviet Controversy over Civil Defense, The Rand Corporation, RM-3223-PR, June 1962; and The Role of Civil Defense in Soviet Strategy, The Rand Corporation, RM-3703-PR, June 1963. Relying primarily on recent open Soviet publications and statements, the Memorandum describes the Soviet view of the role of civil defense in a future war, the relationship of passive to active defense, and the changes in Soviet concepts of how to protect the population from nuclear attacks.
