PROJECT ABLE APPLIED TO AIRCRAFT ENGINE DEVELOPMENT AND PROCUREMENT.

Abstract

The paper adapts the general methodology of project ABLE to the specific situation of aircraft engine development and procurement. By this method, a measurement tool for use in tradeoff decisions is provided, along with a contractual structure to assure the use of this tool. The underlying concept is that all the consequences of decisions should be measured, to the extent practicable, and be the basis of each decision. All the cost categories considered in the original ABLE paper are used, along with two new categories. (Author)
