THE OFFICER FORCE ANALYSIS REPORT. VOLUME I.

Abstract

The DCS/Personnel does not presently have an objective force plan, quantitatively described, against which policy changes can be measured and alternative management actions evaluated. The purpose of analysis was to aid in filling this void by constructing models that structure total officer force profiles under various conditions. The study was conducted in two separate but simultaneous sections described in separate volumes--the static section and the dynamic section. The static model, described in volume 1, enables comparisons to be made between total force profiles that result when different values are assumed for the force parameters. By comparing the resulting profiles, the properties of the total force and the interactions between the force parameters can be clarified. (Author)
