THE HOME FALLOUT PROTECTION SURVEY IN MICHIGAN: ITS IMPACT ON THE GENERAL PUBLIC,

Abstract

The report presents a summary of the impact and effectiveness of the Michigan Home Fallout Protection Survey (HFPS), conducted for the Office of Civil Defense from October 1967 to April 1968. In its initial phases, the Michigan HFPS included direct mail, enumerator and mass media campaigns to obtain the information necessary for the calculation of home fallout protection (PF) ratings. The research study focused on two main areas of inquiry: the possible side effects of HFPS, e.g., shifts in the public's salience, favorability, knowledge, or level of discussion about civil defense; and the direct effects of the campaign, e.g., the public's reception to the PF (and other) information returned to them, and their comprehension and use of the information.
