Abstract

The Emergency Medical Care Subsystem is just one component of the total recovery system. The objective of this subsystem in the event of a disaster is to bring all available resources to bear, as rapidly as possible, on the problem of meeting the demands of the sick and injured as a result of disaster. Since limited resources will be available to do this it is important that these resources be used in effectively meeting the overall recovery system goal. The most important job of the EMCS is to commit medical resources to the treatment of the sick and injured. To commit a resource is not necessarily to use it up, but rather to set it aside in the sense of not being available for use by someone else. (Author)
