MEDICAL COSTS, HEALTH INSURANCE, AND PUBLIC POLICY

Abstract

The paper describes a number of side effects of present health insurance plans, and proposes a new type of hospital insurance which can preserve the appealing features present plans while eliminating some objectionable aspects.
