NATIONAL DATA BUOY DEVELOPMENT PROJECT - CONCEPT FORMULATION PLAN.

Abstract

The Concept Formulation Plan presents the task-by-task plan for implementing the advanced development and exploratory development portions of the Long Range Development Plan. The objectives of the NDBDP concept formulation are two-fold: first, to provide a logical framework for successfully accomplishing those tasks which are prerequisite to a decision to proceed with engineering development, and second, to deploy as rapidly as possible workable data buoys which will return environmental data as early as practicable. To achieve these objectives, an evolutionary approach has been selected which builds upon existing technology in preference to a more measured approach in which the first prototype buoys are the result of a lengthy development process.
