UTILIZING THE CENTER CITY TRANSPORTATION PROGRAM TO INCREASE THE EFFECTIVENESS OF FEDERAL MANPOWER PROGRAMS,

Abstract

The focus of the paper is on the utilization of the Center City Transportation Program (CCTP) to increase the effectiveness of federal manpower programs for the disadvantaged. The analyses will seek to determine (1) the applicability of mass transportation to the furtherance of the federal manpower program objectives, (2) the ability of existing manpower program delivery systems to accept mass transportation inputs, (3) the ways the CCTP might supply such inputs, and (4) how manpower programs can assist the CCTP. No attempt is made to judge the worth of these manpower programs. Rather, emphasis is placed primarily on how a specific application of mass transportation technology and programs can make a positive contribution to the realization of manpower program objectives which, since the early 1960s have been oriented more and more toward serving the disadvantaged.
