THE POLICE DEPARTMENT IN NATURAL DISASTER OPERATIONS

Abstract

The report describes the involvement of the police department in natural disaster operations. The organization of such departments in terms of time, function, and authority is initially discussed as are the implications of these variables for the department's involvement in disaster tasks. Several different forms of organizational adaptation to disaster demands are indicated: assigning priority to demands, reallocating personnel internally, redeploying and recalling field personnel, and reducing and delaying normal tasks. The consequences of these adaptations for the authority structure, the decision- making process, and channels of communication are discussed. The relationship of the police to other organizations in emergency action is also elaborated.
