Abstract

The codument holds that health planning, as it is often conceived, in attempting to determine the best allocation of medical resources makes two errors: it may be better, for example, to invest in antipoverty programs than to build more hospital beds; also, the effect of medical inputs on things the consumer desires other than health status are ignored.
