Abstract

In developing the rationale for a policy on population distribution, the paper explores several related issues: Should a population's arrangement in space be an issue of broad public concern. Would policies intrude unavoidably on individuals' freedom to move or reside where they choose. What aspects of population distribution are appropriate targets of policy and What instrumental options can be identified. (Author)
