ARMY EMERGENCY RELIEF AS A SOCIAL WELFARE PROGRAM: AN ABSTRACT.

Abstract

The study concerns Army emergency relief. The program, known as AER, was organized in 1942 to exert an influence on the morale and welfare of military personnel by providing financial assistance to them and/or their families in times of acute distress. The study involved: an examination of the history and development of the program as a basis for understanding its present stated objectives; a review of the social work literature related to relief administration which appeared relevant to the purpose of the program and a field study to determine th methods and variations in current program functioning.
