BRIEFINGS ON DEFENSE PROCUREMENT POLICY AND WEAPON SYSTEMS ACQUISITION.

Abstract

The document consists of the texts of three briefings regarding procurement policies and practices of the Department of Defense. The first briefing is on the history of procurement policy. It traces the development of public policy preferring advertised procurement and fixed-price contracting, describes pursuant administrative policy, and concludes with a review of laws and regulations aimed at achieving social and economic objectives through use of procurement funds. The second briefing is on the history of weapon systems development and production from the end of the eighteenth century to the present time, with special emphasis on the management approaches of the 1950's and 1960's. The third briefing is on the lack of and need for a special economic theory for weapon systems acquisition. (Author)
