Abstract

The document is concerned with the operations of the armed forces as an increasingly complex task, since technological changes in materials and equipment have necessitated the need for greater and more specific skills on the part of manpower. To cope with the problem of need of greater skills, the Armed Forces must first identify these specific skills and then must determine how they are best acquired and how they may be used most effectively.
