CONDITION AND OPERATION OF DoD AMMUNITION PRODUCTION FACILITIES. PHASE II. VOLUME I.

Abstract

This is the final report on a comprehensive two-year study of the long-range management of the DoD Ammunition Production Facilities which produce conventional ammunition. The study also reviewed the use of privately-owned ammunition facilities. The task was initiated because of the many problems with the DoD ammunition production facilities drawn to the attention of the Deputy Assistant Secretary of Defense (I and L) (Materiel). Despite the problems, production rates and efficiency eventually surpassed World War II records. However, the age of the facilities, most of which date to WW II, raises the question of survival of the facilities through another idle period. Moreover, better advance planning and preparation would have led to significantly better efficiency and response during the Southeast Asia contingency. Accordingly, seven recommendations for improvement have been made.
