Abstract

Past experience, particularly in political-organizational matters, has indicated some weaknesses of local governments, along with their well-known resistance and hostility to innovation of any variety, and the extent of local information deficiency. The document outlines a single prototype to be established as an independent entity within a single SMSA. Its purpose is to be complementary to Federal programs although less ambitions as to scope and number of sites and more ambitious as to duration, flexibility, and commitment to experimentation as a method of social problem solving.
