Study of Electronic Handling of Mail. Completion Report for Work Task 9. Value/Sanctity.

Abstract

The study takes the first step in examining and assessing the factors that are involved in the use of electronic technology to handle and transmit the mail. The report is divided into several sections. The first section discusses the general classes of mail as defined by the Post Office Department, and the fundamental concepts needed to assess the value of the contents of letter mail, and a description of an EMH system and its inherent security. The second section contains a general discussion of the concept of the value of a letter and how one can obtain quantitative measures thereof. Methods and procedures used in collecting and analyzing the data are described. Many of the factors that have to be considered in assessing the security of the proposed electronic mail handling (EMH) system are then discussed.
