Shelter Potential in Parking Garages.

Abstract

The objective of the study was to present pertinent factual data on five selected cities which will permit the Office of Civil Defense to evaluate parking garages as potential shelter systems. In each city an investigation was made of the parking capacity gains of the past by type of facility; a study was made of the forces of change which will affect the rate of parking development during the decade 1970 to 1980; a projection was made of the number of square feet of parking space which can feasibly be built by 1980 in the central areas of the cities studied; and a breakdown was made of the division of space between above-ground and below-ground parking facilities. Included in the study was an investigation of new techniques of design, location, construction and operation which may be used to slant future parking development to dual purpose shelter advantage. The author makes economic feasibility studies of several facilities and estimates the daytime and nighttime population located within 3/4 mile of the garages. (Author)
