Abstract
The study was performed to identify and describe potential improvements in facilities, resources, and programs of the Base Level Health Care (BLHC) Systems operated by the Department of Defense for 10 million eligible military on active duty or retired, their dependents, and dependents of deceased military personnel. The scope of Phase I of the NGMH study was the performance of systems analyses toward improving the construction, planning, maintenance, and training efficiency of the individual BLHC System while maintaining or improving the quality of patient care. A BLHC System is defined as the facilities and resources necessary to provide a full range of health care services to the components of the military community, armed forces personnel, their dependents, and other authorized categories residing on, adjacent to, or referred to the system. It will also provide designated health care services and military command and control responsibilities to health care facilities beyond its established boundary.
