A New Approach to NORS Standards.

Abstract

A mathematical model has been developed for use in computing differential objectives or standards for NORS (Not Operationally Ready-Supply) rates, subject to a cost constraint. These differential standards would replace the common NORS standard currently applied to all Air Force weapon systems, and would take into account the major considerations that would influence NORS rates for each system. Under the assumptions used in the model, a solution was obtained which reflects optimal use of funds available for procurement of spares. An empirical test is being conducted, to test the validity of the model and to make possible 'calibration' of the scaled factors it introduces. (Author)
