Abstract
The procedure sets forth the general testing criteria and methodology necessary for determining to what degree mooring buoys and their design buoy station mooring rigs can be used by the Army to achieve the overall mission as described in Qualitative Materiel Requirements, Small Development Requirements, and Military Characteristics.
