Federal Meteorological Handbook No. 1: Surface Observations, Change 1

Abstract

This handbook prescribes uniform instructions for standard weather observing and reporting techniques. It is intended to provide a framework within which the observer can find a system for identifying meteorological phenomena and reporting their occurrence in an understandable format. Agreements with the World Meteorological Organization, international and domestic aviation interests, and civil and military weather services provide the basis for which standards are developed.
