Reflecting Reserve Component Premobilization Requirements in TOE.

Abstract

Office, Chief of Reserve Components (OCORC) in October 1970 proposed to DA that personnel and equipment strength level columns be added to Tables of Organization and Equipment (TOE). The RC Column, as this proposal was termed, would show peacetime requirements for Army National Guard of the US and Army Reserve units, and would eliminate the need for approximately 80% of the detailed Modified TOE (MTOE) now being published for Reserve Component units. DA tasked CDC to study the feasibility of implementing the proposal. CDC concluded that the proposal was feasible but recommended against immediate adoption because of the costs involved. Instead, CDC recommended as many Reserve Component units as possible be organized under G/H series and evaluated for one year, and then that the RC column proposal be reevaluated. (Author)
