The Structure and Dynamics of the Defense R and D Industry: The Los Angeles and Boston Complexes.

Abstract

The objective of the study is the development of a systematic body of knowledge on the characteristics of the defense R and D industry of the United States. It is being undertaken as one means for improving Office of the Director of Defense Reseach and Engineering's ability to: (1) set and modify DOD's R and D objectives, (2) supervise the achievement of these objectives, (3) encourage improvement of the defense R and D industry's capability and efficiency in meeting DOD's (and other national) needs, and (4) modify or mitigate the harmful effects of shifts in defense R and D procurement. The study concentrates primarily on nontechnological factors that affect the performance of R and D, either directly or through the environment in which it is performed. The factors considered are those that operate on an industry-wide or regional level with no attempt being made to examine or evaluate factors at a specific company or project level. (Author)
