Navigation at the Prime Meridian.

Abstract

An experiment was conducted to establish the relation between the longitude reference of the Navy Navigation Satellite System and the international longitude reference at Greenwich. If the Greenwich Meridian is to have 0 degrees longitude in the Transit Coordinate System, the user must add 5.64 seconds to all longitude measurements. (Author)
