Abstract

A brief description of the present health care system, and the social and political background in which the health care system of the future is likely to operate is discussed. This last matter is at lease as important as the more rigorous considerations concerning costs. This volume also sets forth the hypotheses which were evaluated and discusses the methodology in evaluating alternatives. It concludes with a summary of the functional cost analysis which forms the basis for all subsequent analysis and comparison.
