Estimated Trends of Unit Cost of Government Programs in Support of Air and Highway Travel.
Abstract
To estimate the trends of annual unit costs of FAA services, FAA yearly expenditures for the period 1960-70 and projections for 1970-80 are divided by annual figures for itinerant operations, instrument operations, and passenger-miles flown. These data are computed for both current and constant (1958) dollars. Similar data are derived using FAA employment and Federal tax receipts. Though not directly comparable to the data for air transportation, analogous data for Federal, State and local government expenditures per passenger-mile of automobile and bus highway travel are also derived. Unit costs for FAA services decline during 1960-1970 from about two cents per passenger-mile to about one cent in terms of actual dollars, and from slightly under two cents to about one half cent in terms of constant dollars. Highway figures remain fairly constant at about one half cent per passenger mile in terms of constant dollars and increase from about 0.6 cents to 0.7 cents in terms of actual dollars.
