Recent Developments in Soviet Civil Defense 1969-1970.

Abstract

Developments in the Soviet Civil Defense Program during 1969-1970 are analyzed on the basis of open Soviet sources. Soviet spokesmen argue for a high state of preparedness for war. As a part of this preparedness, Soviet civil defense shows continuing improvements in preparations for the evacuation and dispersal of residents in target areas, shelter construction, the training of civilian and military civil defense organizations and of the general population. New directives provide for industrial dispersal and more attention is paid to problems of maintaining essential factories and services so as to be operational in wartime. (Author)
