Secure Control of Local Warning Systems,

Abstract

A study of existing local level Civil Defense warning systems was conducted to establish typical parameters of operation. Particular emphasis was placed on a determination of those parameters of operation which could be duplicated in a malicious effort to effect false activation of those systems. A study of the most effective means of securing those critical parameters led to the design and development of a modular secure applique unit for inclusion in local warning systems. The developed unit requires minimal modification of existing systems at a relatively low cost. While particular emphasis was placed on radio link control systems, the concepts presented are equally applicable to wire line system. (Author)
