Cost Criteria in Weapon Systems Analysis and Force Studies,

Abstract

The paper concerns itself with the application, interpretation, and estimation of costs in cost-effectiveness or systems-analysis studies. The first part deals with the manner in which costs are used in or applied to such studies. The secnd part deals with the relative merits of two types of studies to which these cost problems are relevant - dynamic studies and static studies. Finally, the paper discusses some of the problems involved in the initial estimation of system costs. (Author)
