A Matrix Approach to R and D Budget Allocation Problems.

Abstract

The paper involves an examination of an approach towards the problem of funds allocation in a research environment. The approach uses matrices of projects-sciences and sciences-objectives for which entries are subjectively estimated and compared with weighted objectives. Two examples, using hand calculations and generated data, are given. Conclusions drawn from these examples and possiblities of further applications are discussed. (Author)
