Abstract

Planning-programming-budgeting is discussed as not primarily a budgetary system, but as also a planning and programming system, aiming for four things: Identification of government objectives; systematic analysis of alternative ways of meeting the objectives; explicit consideration of the costs and impact of alternatives or programs over a number of years; and explicit provision for reexamination of objectives, revision of programs, and updating of estimates in a continuous process.
