Abstract

The Navy officer billet classification code structure (NOBC) needs improvement in identification of officer billet functional requirements and officer functional experience qualifications. This report describes a proposed technique for the design of NOBC functional herarchies to more effectively identify billet requirements and experience qualifications. (Author)
