Evaluation and Innovation in the Navy's Personnel Research Laboratories. I. Preliminary Considerations.

Abstract

Characteristics of R and D laboratories are reviewed with emphasis on Federal laboratories. Dimensions of the scientist-laboratory interface and their potential relationships to R and D products are examined. The purpose, need, and approaches to evaluation of laboratory effectiveness are reviewed with emphasis on advisory panels and criteria for evaluation. Recommendations are made for peer-rating the utility of Navy personnel research programs from the standpoint of consumer and producer. Recommendations are also made for a systematic analysis of the internal environment of the Navy's personnel research laboratories as a basis for management decisions and programs. (Author)
