Abstract
The handbook is for use by: Commanders to aid in understanding the operation of the wideband communications system, and in focusing their attention on those critical parameters requiring personal attention; tech controllers and the operations organizations to establish a concept and procedures to accurately assess the performance of the wideband system and to isolate degradations or faults within the system; and maintainers and the maintenance organizations to create an understanding of the more demanding functions now imposed upon tech control and to explain the necessity to greatly raise the performance demands on all the broadband equipment to maximum possible performance levels, not just to minimum Tech Order criteria.
