Application of the Cost of Attaining Personnel Requirements (CAPER) Model,

Abstract

Managers of military and civilian personnel systems justifiably demand an estimate of the payoff, in dollars and cents, which can be expected to result from the implementation of a proposed selection program. The Cost of Attaining Personnel Requirements (CAPER) Model provides an optimal recruiting-selection strategy for personnel decisions which minimizes the total cost of recruiting, selecting, inducting, and training a sufficient number of persons to meet a specified quota of satisfactory personnel. The report provides a detailed explanation of the steps involved in utilizing the CAPER Model with, or without, access to computer facilities. A FORTRAN 2 computer program including detailed documentation is presented. This program is designed for a small computer system. (Author)
