Emergency Communication Channel Utilization.
Abstract
The impact of heavy congestion on civil defense emergency radio communication channels can be reduced by careful, enlightened advance planning and actions. This study examines the civil defense portions of the electromagnetic spectrum and pertinent characteristics, equipment parameters, network types, current procedures and constraints, and defines the actions required prior to an emergency and actions during emergencies, to include monitoring techniques.
