Methods of Evaluating R and D Organizations,

Abstract

For many years, R and D managers have been trying to devise better yardsticks for measuring the effectiveness and utility of organizations engaged in research and development. The paper summarizes a number of techniques used by the Department of Defense in evaluating the effectiveness of its in-house laboratory systems. The purpose is not to suggest that solutions to the problem of organization appraisal are in hand, but rather to stimulate interest and discussion in this area of increasing importance. (Author)
