Optimum Utilization of Government and Non-Government Communications Resources

Abstract

A number of communication resources exist that are applicable to and available for Civil Defense emergencies to augment and substitute for common carrier and other primary communication means. The study describe the resources and comments on their applicability and the constraints on their utilization. A useful technique for providing guidance to local communication directors to assist in optimum use of communication resources is described.
