Abstract
The report describes the technical progress in developing a Circuit Quality Monitor (CQM). The object of the CQM program is to establish the feasibility of automatically classifying high usage links as to their relative suitability for voice or data operation. The report outlines the system concept of the CQM with regard to its component parts and their function in achieving the desired link classification. (Author)
