Civil Defense and Planning for Urban Change: A Pre-Study of Possible Linkages,

Abstract

A pre-study is given to the feasibility of relating civil defense readiness measures to a changing urban environment in the fields of planning, development and renewal. A literature search and interviews revealed that such problems as housing, transportation, medical and health care, etc., leave attention for emergency preparedness. The report points out that the interrelationships among problem types as well as the relationships between the private and public sectors are involved in planning. The urban specialist is discussed in terms of his role and some of the obstacles he encounters.
