The Structuring of General Purpose Forces.

Abstract

The author holds that despite a strong injection of intellectual endeavor into Defense Department decision-making and management through the promulgation of a planning, programming, and budgeting system (PPBS) and the use of cost effectiveness analysis, only limited progress appears to have been made in these tools to the subject of planning, designing, and structuring the general purpose armed forces. The document discusses implications of the situation.
