National Emergency Public Communication Systems.

Abstract

Some problems of national emergency public communication systems are analyzed to determine the need for and feasibility of pre-recording operational information and morale messages. Aspects of public opinion in a nuclear world are discussed. Differential audience reactions are noted. Communication strategies are applied to the problems of typical and special audiences of the Emergency Broadcasting System on a local and a national basis. A factor of variable influence during fallout shelter time spans is observed. Biophysical, technological, personal, social, and organizational approaches are made to message systems. Behavioral science applications are identified. Various sources of material for message systems materials are studied. (Author)
