Prescribing Foreign Policy

Abstract

The document is concerned with how foreign policy should be made. The study proposes procedures to assist the policy analyst in systematically developing action recommendations for dealing with foreign policy problems. The procedures are designed to assist rather than to substitute for the analyst's own judgment. They are based on the principle of decomposing large, difficult questions into series of smaller, more manageable questions. The policy analysis process as a whole is divided into three major stages, and attention is given to allocating resources over the different parts of a policy analysis task.
