Planning Models for Health Care Systems.

Abstract

It is important to assess the capability of planning methods for dealing with health care delivery problems. Three basic areas must be addressed in any planning effort as follows: (1) Populations to be served by a health care delivery system must be classified according to their expected consumption of resources in the maintenance of health. (2) Alternative structures of facilities must be tested as to their relative effectiveness in delivering care. (3) One must be able to allocate resources so as to evaluate the effects of budgetary and other constraints as well as possibly conflicting goals. Some components of a modeling system which deals with this general planning problem with respect to some important aspects of health care delivery are described briefly with illustrations of their implementation.
