Abstract

The report describes a methodology which can be used to identify the most cost-effective plan for the phase-in and phase-out of vehicle systems--a methodology for optimal fleet planning over time. This volume provides a systematic development of the problem structure, a qualitative description of the solution procedure, and mathematical and operational descriptions of the algorithm.
