The project is divided into working groups; source encoding theory, speech encoding, and video encoding. The report consists of 12 reports: Source Encoding, A Comparison of Optimum and Logarithmic Quantization for Speech PCM and DPCM Systems, Video Encoding, Application of Shannon's Rate Distortion and Theory to Speech Encoding, Measurements of Information and Subjective Performance for Television on Real Differential PCM Systems, Optimum Constrained Order Digital Filters, Development of Subjective Testing Techniques, Scaling Quantizer Levels in the PCM Transmission of Television Signals, Subjective Evaluation of Speech Encoders, Difference Pulse Code Modulation Systems, On the Value of the Fano Algorithm in Establishing the Graphemic Form of Machine-Derived Phonetic Strings.
