Nonsupport of Legitimate Children by Affluent Fathers as a Cause of Poverty and Welfare Dependence,

Abstract

The paper was written to fill a gap. The problem it describes is common knowledge among social workers, district attorneys, and lawyers--as well as among families concerned--but it seems to be unknown to the public, and no mention can be found of the fraud whereby prosperous men force their children onto the welfare rolls by failing to provide them with the necessities of life. For reasons of data accessibility, the preliminary study mainly describes the nonsupport situation in California, and particularly in the county of Los Angeles. National statistics are given where they seem to apply.
